Town Clerk/Tax Collector

The Town Clerk/Tax Collector's Office for the town of Deerfield ensures the accurate and efficient production, issuance and retention of vital records, dog licenses, automotive registrations, property taxes and various permits.

The Town Clerk/Tax Collector's Office also administers a portion of the election process in accordance with state and local laws This includes providing voter registration for the residents of Deerfield. (Voters may register with the Town Clerk's Office but are not officially on the Checklist until the Supervisors of the Checklist meet.

2009 ABSENTEE BALLOT REQUEST FORMS

Absentee ballot request forms for the March 10, 2009, Town and School Election are now available at the Town Clerk’s Office for pick-up OR CLICK HERE. March 9, 2009, will be the last day to accept absentee ballot requests in person. Deadline to receive absentee ballots by mail is 5:00 p.m. on March 10, 2009. Motor vehicle registrations Effective January 01, 2009 the Municipal fee associated with Motor vehicle registrations will be increased from $2.00 to $3.00. This increase is required due to the increased costs incurred as part of the registration process such as postage and supplies from the State of NH. Also, changing in 2009 is that any vehicle 1994 or older does not require a title for registrations, we would need a Bill of Sale with both the Sellers and Buyers names and addresses and a prior NH registration or a DMV 19A “blue vin verification” form.

Dog Licensing As a reminder you can register your dogs for the 2009 year anytime after January 01. Citizens must license their dog(s) before April 30th each year. You must submit an up-to-date rabies vaccination certificate when registering. After June 1st, 2009, a $1.00 late fee will be applied to the license fees. Failure to license a dog may also result in a $25.00 fine per dog. The license fees are as follows:

Spayed or neutered $ 6.50
Not spayed or neutered $9.00
Dogs at least 4 months old but less than 7 months $6.50
Senior citizen $2.00 (for the first dog licensed)
Five (5) dogs or more $20.00

The Town Clerk and Deputy Town Clerk are Municipal Agents appointed by the State of New Hampshire to perform motor vehicle functions for the Department of Safety. Deerfield residents can register, renew and transfer registrations at the Town Clerk’s office located at 8 Raymond Road, Deerfield, NH 03037. Pursuant to NH RSA 261:148 when renewing a registration you are required by law to have either a current registration and/or the Town of Deerfield By-Mail renewal form to complete the transaction and receive a new permit. If you do not have the proper documentation, registrations will not be renewed. If the registration has expired, a certified copy may be obtained from the Concord DMV. If you are unable to furnish the required documentation you will need to obtain a Certified Copy/Duplicate Registration (of which you can obtain at the Town Clerk’s office) prior to renewing it. There will be a fee for approximately $10.00 for the State of New Hampshire MV and a $3.00 fee for the Town of Deerfield. You can renew your registration by going directly to the Town Clerk’s office to receive a new permit, or by simply mailing in your by-mail with two checks for the proper fees. Checks should be made payable to The State of New Hampshire MV and the Town of Deerfield.
(1995 & Newer) When registering a new or used vehicle you will need supporting documentation from either an auto-dealer or from a private sale (i.e. Bill of Sale, fully completed and executed Title). If you have purchased a vehicle from an auto dealer please bring with you the Town Clerk’s copy of the dealer blue Application for Certificate of Title to obtain a new registration and plates. If you have purchased a vehicle through private sale please bring with you a completed original title and bill of sale. (1994 & Older) Vehicles 1993 and older do not have to be re-titled in the State of New Hampshire so long as proof a vin can be established. Proof of vin could be the prior owner’s NH registration or title, or the “blue vin verification ” 19A form which can be obtained at the State of New Hampshire MV, any of its substations, and the Town Clerk’s office.
Transfer registrations are when you take a current registration/vehicle off the road and transfer the credit from that permit to another registration/vehicle. Transfers allow you to use the unused portion of fees that you previously paid and apply them to the new registration. If you are transferring a registration please bring with you the current registration that you will be transferring from and the Town Clerk’s copy of the dealer blue Application for Certificate of Title or fully completed and executed original title and bill of sale from a private sale of the vehicle that you will be transferring too. You must have a current registration to do a transfer. If you do not have the current registration you will have to get a Certified Copy/Duplicate Registration (of which you can obtain at the Town Clerk’s office). There is a fee for approximately $10.00 made payable to the State of New Hampshire MV and $3.00 made payable to the Town of Deerfield to obtain a certified copy/duplicate registration.
Pursuant to the Driver Privacy Act (DPA), NH RSA 260:14, the Division of Motor Vehicle’s records are strictly confidential. Without the proper paperwork, documentation, and identification, a Municipal Agent is not able to process registration permits, and are unable to “lookup” information to complete such transaction(s). It is the burden of the person trying to obtain a new/renewal registration to furnish the correct documentation.
Pursuant to NH RSA 259:46, the law states, “Notwithstanding the foregoing provision, a nonresident who garages a vehicle exclusively in this state may register such vehicle in this state as a nonresident. No exemption from the payment of a permit fee shall be granted by reason of nonresidence except by the director, who shall in all cases require proof satisfactory to him of residence elsewhere, and of the liability of a nonresident owner, otherwise entitled to such exemption, to pay a property tax on his vehicle for the current year in the state of his residence.”
Pursuant to NH RSA 259:4 an antique vehicle or motorcycle shall mean “any motor vehicle over 25 years old which is maintained for use in exhibitions, club activities, parades and other functions of public interest.” The Municipal Agent can only complete the town portion only (for the first time requesting plates) for antique vehicle registrations, after which one would need to go to the State of New Hampshire MV or one of its substations to complete the state portion of the registration. Subsequent renewals (town and state portions of registration permits) may be completed at the Town Clerk’s office.
For heavy weight vehicles and/or trailers with a gross weight over 26,000 lbs, the town portion only can be done at the Town Clerk’s office; after which one would need to go to the State of New Hampshire MV or one of its substations to complete the registration permit.

Residents are able to obtain approximate registration fee quote(s) provided that they come in person to the Town Clerk’s office with identification and the proper vehicle documentation needed to research the quote. Due to privacy laws, quotes will not be given over the phone.
0- 3,000 lbs $31.20 ($2.60 per month)
3,001- 5,000 lbs $43.20 ($3.60 per month)
5,001- 8,000 lbs $55.20 ($4.60 per month)
8,001 lbs & Higher Additional fees will also apply according to G.V.W.
